Integrated Water Resource Management (IWRM) is a process that coordinates the development and management of water, land, and related resources to maximise economic and social welfare without compromising environmental sustainability. It involves stakeholders at all levels (government, community, industry) and balances competing demands (agriculture, industry, domestic, environmental). IWRM recognises that water is a finite resource that must be managed holistically.
Transboundary Water Conflicts: Many major rivers cross international borders (e.g., Nile, Mekong, Jordan, Indus). Upstream damming or water extraction can reduce flow downstream, creating tensions. The Nile Basin Initiative and the Mekong River Commission are attempts at cooperative management, but enforcement is difficult. Water conflicts can escalate into broader political conflicts. Treaties and water-sharing agreements are needed but difficult to negotiate and enforce.

Urbanisation is like replacing the bathtub’s porous surface with plastic — water runs off immediately instead of soaking in, causing both flooding and water table depletion.
Why it matters: Freshwater is essential for life, agriculture, industry, and ecosystems. Only 2.5% of Earth’s water is freshwater, and much of that is locked in ice caps. Understanding water management is essential for addressing water scarcity, flooding, pollution, and transboundary conflicts — issues that affect billions of people worldwide.
Common Pitfalls
- Confusing lag time with response time. Lag time is specifically the delay between peak rainfall and peak discharge; response time is a broader term for how quickly the river responds overall. The lag time is the key variable affected by urbanisation and land use.
- Forgetting that evapotranspiration includes both evaporation from surfaces and transpiration from plants. Students often only consider evaporation and underestimate water loss. Transpiration accounts for a significant proportion of water loss from drainage basins.
- Assuming water scarcity only occurs in dry climates. It can also result from over-extraction (pumping groundwater faster than it recharges), pollution (making water unusable), or poor infrastructure (lack of treatment plants and distribution systems) in areas with adequate rainfall.
- Confusing physical water scarcity (insufficient rainfall) with economic water scarcity (lack of infrastructure to access available water). Both require different solutions — physical scarcity needs demand management; economic scarcity needs investment in infrastructure.
